Government Loan Schemes for MSMEs in India (2026): PMEGP, CGTMSE and More

Understand PMEGP, CGTMSE, MUDRA and PM Vishwakarma in 2026, including what is a subsidy, guarantee or loan and where to check official eligibility.

Government-supported MSME finance programmes serve different purposes. Some provide margin-money subsidy, others guarantee eligible bank credit, and others target specific enterprises or artisans. Understanding the difference prevents unrealistic expectations.

1. Prime Minister’s Employment Generation Programme (PMEGP)

PMEGP is a credit-linked subsidy programme administered through the KVIC framework and implementing agencies. For eligible new units, the published project-cost ceiling is ₹50 lakh for manufacturing and ₹20 lakh for business/service activities. General-category beneficiary contribution is typically 10%; special-category contribution 5%. Published margin-money subsidy rates vary by category and rural/urban location.

CategoryUrban subsidyRural subsidy
General15%25%
Special category25%35%

Illustration: a qualifying ₹20 lakh rural project in the general category has a nominal 25% margin-money subsidy rate, equal to ₹5 lakh, subject to actual eligibility, sanction, scheme procedure and adjustments. It is not a direct cash grant paid upfront to the applicant.

Check project eligibility, education criteria where applicable, sector exclusions and the official application process before applying.

2. CGTMSE credit guarantee

CGTMSE supports eligible loans by offering guarantees to member lending institutions. It is not a direct lender to MSMEs and does not itself issue a business loan to the applicant. The credit guarantee ceiling was enhanced from ₹5 crore to ₹10 crore with effect from 1 April 2025, subject to the scheme’s coverage rules. Guarantee fees, coverage percentages and eligible borrowers vary.

Ask the bank whether the proposed facility is eligible and what guarantee charges apply. A guarantee does not replace appraisal or repayment obligations.

3. Pradhan Mantri MUDRA Yojana (PMMY)

MUDRA supports lending to eligible non-corporate, non-farm micro enterprises through participating lenders. Product categories and loan ceilings have evolved; the enhanced Tarun Plus category may be subject to prior successful repayment conditions. Confirm current category limits and eligible activities with the lender or official programme information. There is no universal zero-interest entitlement.

4. PM Vishwakarma

PM Vishwakarma is targeted at artisans and craftspeople in notified traditional trades. Its support framework includes skills, toolkit and marketing support and concessional credit for eligible beneficiaries. It is not a general loan scheme for every manufacturing or trading MSME.

How to choose a scheme

  1. Identify whether you are setting up a new unit, expanding an existing one or financing day-to-day operations.
  2. Check the enterprise activity, ownership category and location.
  3. Distinguish a subsidy from a credit guarantee and a normal repayable loan.
  4. Verify the current guidelines and participating bank requirements.
  5. Prepare a realistic project report, cost estimates, promoter contribution and cash flow projections.
